Airport bus luggage thief lands 40 months in jail
Repeat offender deserved heavy penalty, judge says
A 40-year-old unemployed man was sentenced to 40 months in prison by Hong Kong’s District Court on Monday for nine counts of stealing passengers’ luggage from airport buses.
Ying Kwan was arrested on October 26, 2016, by a plainclothes officer who saw him taking another passenger’s suitcase from a bus headed to Chek Lap Kok airport, Metro Daily reported.
Police were able to link Ying to eight other thefts over the course of the previous month. He stole a total of HK$190,000 (US$24,400) in cash and other property, but only HK$26,000 was recovered.
Ying, who had 24 previous criminal convictions, including nine for theft and two for burglary, pleaded for clemency, saying he had been affected by medication and had fallen in with a bad crowd. The judge said he was a repeat offender and deserved a heavy penalty.
