Beijing outlines internal trade strategies

BEIJING - The Chinese Ministry of Commerce (MOC) has published the 11th Five-Year Program on Development of Internal Trade (2006-2010), in a bid to increase the proportion of new modes of commodity circulation in total internal trade, change the regional development imbalance and the imbalance between urban and rural areas, and strengthen the competitiveness of enterprises.

According to sources with MOC, the program puts forward five major strategies of development of internal trade. They are:



- To promote innovation of circulation, further lower costs on trading, and raise efficiency of circulation. This will focus on promoting application of IT technology in internal trade, chain operation, logistics service and e-commerce, and innovation of trading methods, service function, management systems and operation technology.

- To change the situation of unsafe, inconvenient and expensive consumption in rural areas, and promote the extension of modern circulation modes from urban areas to the countryside.

- To attach importance to regional coordinated development, and narrow the gap in circulation development between the eastern part and the central and western part of China. The country will direct social funds to invest in the circulation sector in the central and western parts of China.

- To adjust and improve the circulation pattern and ease the contradictions from irrational structure and distribution. It will draft and implement plans on construction of commercial network, develop modern and new-type circulation modes, and adjust and transform traditional modes of circulation.

- To achieve development by relying on famous brands and enhance core competitiveness. It will attach importance to the protection of famous brands and boost development of service brands of internal trade enterprises and brands with independent intellectual property rights.
