NEW DELHI - The
government is working towards implementing soon all the
proposals for the Indian diaspora announced recently,
such as the creation of a welfare fund, better
educational facilities and compulsory insurance scheme,
J C Sharma, secretary, External Affairs Ministry, says.
On the sidelines of the Federation of Indian
Chamber of Commerce and Industry's launch of a Diaspora
Division, Sharma, said, "We have almost finalized the
details of the proposals and would be soon implementing
them in next three months."
While the proposals
were being discussed by the Labor Ministry, the
compulsory insurance scheme was being worked out with
New India Insurance Company for blue-collared laborers,
he said.
He said the government was currently
examining various regulations relating to dual
citizenship as some nations had "some kind of
conditionality" attached to it on such citizenship. "We
don't want to create problems for overseas Indians
living abroad," he said adding the study was to look at
the various aspects of such facility.
Sharma
said that the government was keen on developing a
"holistic approach" towards partnership with the Indian
diaspora which should not merely be confined to economic
aspect, but also to other aspects like education,
science and technology.
